How to read this page
The seven criteria below are excerpted from the Aptra Standard. Certification is issued per student, at the point of transfer readiness. Meeting the criteria qualifies a student for presentation to partner universities; each university makes its own final admission decision, and degrees are conferred by partner US universities.
The criteria
A student is certified transfer-ready only when all seven criteria are met and documented. No criterion is self-reported; each is verified by the certified institution under audit, by recognized external testing, or by Aptra directly.
The student's cumulative GPA meets or exceeds the thresholds agreed with partner universities — computed under one standardized grading framework, not seven different ones.
The student can study, write, and be examined in English at the level a US classroom assumes on day one of the junior year.
Every completed course exists on a published map to US lower-division equivalencies, so credit evaluation starts from alignment, not from scratch.
The student arrives having covered the general-education breadth and the prerequisites their intended major expects — planned that way from the first semester.
Every grade, course, and enrollment period is documented in a uniform registry and can be independently confirmed — no unverifiable transcripts.
The family has planned the final years in the United States from the beginning, so an offer of admission converts into an enrollment, not a withdrawal.
The student leaves their certified institution in good standing, with a clean integrity record — attested by the institution and reviewable under audit.
The result
When a student meets all seven criteria, Aptra issues a transfer-readiness certification. The receiving university's admissions office gets one complete, consistent file:
Aptra's formal certification that all seven criteria are met, with the date and edition of the Standard applied.
The full academic record under the standardized grading framework, verifiable with Aptra directly.
Recognized test results at exit level, alongside the program's English-medium course record.
Completed coursework mapped to the receiving program's lower-division requirements.
The certified institution's formal statement of good standing and integrity record.
Confirmation that transfer and financial-planning counseling were completed.
The file is built so an admissions office can evaluate an Aptra candidate with the same confidence as a domestic transfer — and verify any element of it. Final admission decisions rest with each university.
Origins
Aptra is administered from Texas, and its criteria were written with deep respect for the state's public higher-education tradition. Texas built, over decades, the machinery that makes transfer work at scale: a defined general-education core taken by every undergraduate, statewide conventions for lower-division courses, and credit structures designed so that a student's first two years travel with them rather than expiring at the campus gate.
The seven criteria adopt that discipline deliberately. The general-education breadth Aptra requires mirrors the spirit of the core curriculum model that Texas public universities share; the credit-hour structure follows the conventions of US public higher education; and the insistence that every course exist on a published equivalency map treats transfer the way Texas treats it — as a designed feature of the system, not an exception negotiated case by case.
