Document status

The Aptra Standard is maintained by Sino LLC and reviewed annually. Certified institutions are licensed to operate under the current published edition and are audited against it. Degrees are conferred by partner US universities.

Structure

Six pillars

The Standard is organized into six pillars. Together they define who may enter an Aptra program, what is taught, who may teach it, how learning is verified, how students transfer, and how the system is governed.

Student Admission Criteria

Defines who may enroll in an Aptra program at a certified institution.

  • Minimum secondary-school academic requirements, verified against national qualification frameworks
  • Baseline English-language proficiency at entry, with a defined progression requirement across the program
  • Documented admission records for every enrolled student, subject to audit
  • A uniform student registry maintained by the certified institution and reported to Aptra

Academic & Curriculum Framework

Aligns local instruction with the general-education and lower-division expectations of US bachelor's programs.

  • A credit-hour structure mapped to US lower-division equivalencies
  • Course syllabi aligned to defined learning outcomes for each subject area
  • English-medium instruction requirements for designated courses
  • Approved textbooks and instructional materials consistent with US curricula

Certified-Institution Requirements

Defines what an institution must demonstrate to earn and keep Aptra certification.

  • Legal standing and good governance in the institution's home jurisdiction
  • Qualified faculty meeting minimum credential and experience thresholds
  • Adequate facilities, library resources, and learning technology
  • Student-support services, including academic advising and transfer counseling

Assessment & Quality Assurance

Verifies that grades earned at certified institutions mean what they claim to mean.

  • Standardized assessment design and grading rubrics across certified institutions
  • External moderation and sampling of graded student work
  • Proctoring and academic-integrity requirements for major assessments
  • Annual quality-assurance review, with published findings to the institution and remediation timelines

Transfer Pathway & Final-Year Admission Conditions

Defines the conditions under which a student becomes transfer-ready.

  • Minimum cumulative GPA thresholds for transfer eligibility
  • English-proficiency exit requirements verified by recognized testing
  • Completed credit and course-distribution requirements mapped to the receiving program
  • A transfer-readiness certification issued by Aptra for each qualifying student, with supporting documentation for the receiving university

Governance & Responsibilities

Defines who is responsible for what across the Aptra system.

  • Aptra maintains the Standard, certifies institutions, and audits compliance
  • Certified institutions deliver instruction and student services under license
  • Partner universities set final admission decisions and confer all degrees
  • Defined escalation, sanction, and decertification procedures for non-compliance

What certification means — and what it does not

Aptra certification is a quality-assurance license issued by Sino LLC. It attests that an institution teaches a US-aligned curriculum under the Aptra Standard and submits to annual audit. It is the basis on which partner universities evaluate Aptra students for transfer admission.

Aptra is not a university and does not confer degrees. Certification under the Aptra Standard is a private quality-assurance framework; final admission decisions rest with each partner university, and degrees are conferred by partner US universities.
